There certainly is no reason that can be devised that one day, the international work of ideal colonisation being accomplished or in process of accomplishment, the other "Congos" – Portuguese, English, French, maybe other neighbours – will be spontaneously joined to the "Belgian Congo" in the purpose of enlarging the first "human colony", this first "international state".
